His Excellency Prof. Guido de Marco, has been President of Malta since April 1999 following a long career in the Maltese Nationalist Party. Before his appointment he held a seat in Parliament for 33 years. He has held the posts of Deputy Prime Minister, Minister for Foreign Affairs, Minister for the Interior and Justice.

The duties of the Head of State are nominal and moral rather than executive. Malta does not have a Presidential system of Government. However, constitutionally, executive authority remains vested in the President of Malta and exercised by him or on his account. The President assents to bills; he prorogues and dissolves Parliament, but except in rare constitutional matters he must act on the advice of the Prime Minister and Ministers or in accordance with it.

President de Marco is an old political hand who has considerable influence in all aspects of Malta' life. As a statesman who enjoys his appearances on the world stage he should be sensitive to opinions and criticism from abroad.

Proact will continue to include the President on the list of those with whom a dialogue should be continued.

Dear President de Marco,

You have received many letters over the past year expressing concern over the damage that uncontrolled illegal hunting and trapping is inflicting both on your natural environment and, increasingly, on Malta's reputation abroad. Many of us are waiting for a response; or at least the positive exercise of your considerable political influence, which you enjoy on the basis of your office and long and distinguished political career.

Recent events show that the Maltese public are no longer prepared to remain silent and permit Malta's and European wildlife to be destroyed senselessly by a small uncivilised minority who terrorise anyone who dares to oppose or criticise them. The citizens of your islands will soon turn their attention to the political and executive organs which have, for years, turned a blind eye to atrocities which are condemned in the European Union - to which Malta aspires to be a member very soon.

We appeal to you to use the authority of your office to influence those in executive positions to put an end to practices which have no place in a modern, environmentally aware, society. Practices which slowly but surely threaten to adversely affect the future of the tourist industry which is the kingpin of your economy.

We ask you to take this, and all similar letters seriously. Not all Europeans are capable of expressing themselves perfectly in English; or have the time to compose individual texts; but the content and sentiments of this letter reflect our views entirely.
